Crystal Plain, MBA, SPC, LMP, SCM, POPM
Crystal Plain is the Owner and Chief Executive Officer of 3rd Star Resource & Consulting Group LLC, a dynamic firm delivering strategic, operational, and technical solutions within complex federal and commercial environments. With over 20 years of leadership experience spanning military service, government contracting, and enterprise program management, she is known for driving high-impact initiatives that improve performance, strengthen operations, and deliver measurable results.
A proud United States Air Force veteran, Crystal began her career managing mission-critical satellite communication systems and supporting launch operations for multi-billion-dollar assets. This foundation instilled a disciplined, results-driven approach to leadership that continues to guide her work today.
Under her leadership, 3rd Star has grown into a trusted partner supporting large-scale federal programs, including initiatives within the Department of Veterans Affairs. Crystal has successfully led multimillion-dollar portfolios, overseeing complex DevSecOps environments, cross-functional teams, and strategic program delivery. Her expertise includes operational strategy, compliance, stakeholder engagement, and navigating the intricacies of Community Care programs, including precertification and Other Health Insurance (OHI) processes.
Crystal is also deeply committed to developing people and building sustainable organizations. She has a proven track record of leading diverse teams, implementing scalable systems, and translating complex challenges into clear, actionable strategies that drive growth and efficiency.
Beyond her executive leadership, Crystal is passionate about community impact and economic empowerment. She is the Executive Producer of “Black Brilliance on the Rooftop,” an initiative designed to elevate entrepreneurship, creativity, and cultural excellence within the community. She is also actively developing financial literacy programs for high school students, reflecting her commitment to education and long-term generational impact.
Crystal holds a Master of Business Administration (MBA) and multiple industry certifications, including Project Management Professional (PMP) and SAFe program certifications.
